CHARLES TAYLOR holds a degree in Business Administration from the University of Southern California and a Juris Doctor from Syracuse University College of Law. He also has an LL.M. in taxation from the University of San Diego School of Law.  As a law student at the College of Law, Mr. Taylor enrolled in the Community Development Law Clinic where he represented non-profit and community based organizations that provided assistance to low income individuals.  He also participated in Moot Court and routinely ventured to the Carrier Dome to cheer on the Syracuse University football and basketball teams. 

Mr. Taylor joined the California State Controller’s Legal Office as a Staff Counsel in December 2008.  The State Controller is California’s elected chief fiscal officer.  In addition to his many other responsibilities, the State Controller administers California’s Unclaimed Property Program.  In his present role, Mr. Taylor resolves appeals brought by individuals, banks, life insurance companies, business owners and other organizations under California’s Unclaimed Property Law.  Between 2002 and 2008, Charles worked for the California State Board of Equalization (BOE) as a Tax Counsel where he advised on state and local tax matters within the BOE’s jurisdiction. 

In addition to his duties at the State Controller’s Office, Mr. Taylor is a Major in the United States Army Reserve Judge Advocate General’s Corps where he is assigned to the 425th Civil Affairs Battalion as an International Law Officer.  In this role, he applies his experience and skills in Civil-Military and Rule of Law Operations to support International Rule of Law Missions, and to assist state and local authorities when needed for domestic emergencies and other designated activities. 

Mr. Taylor is licensed to practice law in California, New York and New Jersey, and admitted to the United States Court of Appeals for the Armed Forces and the United States District Court for the Central District of California.  In addition to his professional responsibilities and military duties, he participates in a variety of state and local bar association and community activities.  He is also a former Vice President of the State Bar of California Taxation Section Executive Committee, and a former member of the Hollywood Community Housing Corporation Board of Directors. 

Mr. Taylor currently lives in Los Angeles.
