Julie Morse

Julie Morse obtained a Bachelor of Arts from University of Texas, Austin in 1999 and a joint Juris Doctor and Masters in Special Education from Syracuse University College of Law and the School of Education in 2005.  Prior to law school, Ms. Morse worked as a case manager for children and young adults with disabilities at a privately run institution.  As a law student, she was a founding member of the Disability Law Society and an extern at Legal Services of Central New York (LSCNY), which is a regional provider of Protection and Advocacy services for people with disabilities.  

Following law school, Ms. Morse was awarded a Skadden Fellowship to work at LSCNY, in conjunction with the Syracuse University Center on Human Policy, Law and Disability Studies, to represent individuals with disabilities who wished to remain in their homes rather than institutions.  At the end of the fellowship, she remained at LSCNY as a staff attorney representing people with disabilities and low-income people in administrative venues and state and federal courts.  Her work includes representing people of all ages with developmental and other disabilities to overcome problems such as access to community based care and services, obtaining special education services, discrimination issues, and care and treatment in residential settings. In addition to representing people with disabilities in court, Ms. Morse has presented on a variety of topics concerning the legal rights of people with disabilities at state conferences and at Syracuse University College of Law over the past seven years.
