Richard J. Paul is General Counsel – International for Lockheed Martin’s Mission Systems and Training (MST) Business Area. He provides legal support for the MST international activities, including compliance issues, foreign procurement and contracts, and foreign legal issues.
Mr. Paul started at Lockheed Martin in January 2011. Prior to joining Lockheed Martin, he was a partner at a large regional law firm in Syracuse, New York where he practiced law for over 20 years. While in private practice, he focused most of his time on international legal issues for an array of clients doing business overseas. Since joining Lockheed Martin, Mr. Paul concentrates his time on international business and compliance issues including compliance with Foreign Corrupt Practices Act (FCPA) and other anti-corruption laws, foreign government procurement laws and international contract issues. He travels frequently to countries around the world to provide guidance in the pursuit of international business opportunities.
Graduating from Utica College of Syracuse University in 1985, Mr. Paul received a bachelor’s degree in Accounting. He graduated cum laude in 1990 from the Syracuse University College of Law.
Mr. Paul does a significant amount of training for Lockheed Martin’s Contracts organization and has designed and instructed both beginner and advanced international contracts courses. He also teaches International Business Transactions at the Syracuse University College of Law as an adjunct professor.
