Richard Berkley is Counsel to Assemblyman Richard L. Brodsky, Chairman of the Assembly Committee on Corporations, Authorities and Commissions. He joined Assemblyman Brodsky's staff after having served as Telecommunications and Cable Franchise Counsel to the City of New York Department of Information Technology and Telecommunications (DoITT), where he was lead attorney for public pay telephone and cable regulation and franchise compliance issues. Before entering the City's service, he was a Commissioner of the Cable and Broadband Commission of Fitchburg, Wisconsin, after having rendered pro-bono advice to the Commission and to the Fitchburg public access, education and government channels. During his tenure on the Cable Commission, Richard was in private practice and lectured at the Univ. of Wisconsin-Madison School of Business. He received a B.A. in History from Fordham University, an M.A. in History and Public Policy from N.Y.U., and a J.D. from the Univ. of Wisconsin Law School.
