Gregory E. Maggs


GREGORY E. MAGGS is a Professor of Law at George Washington University Law School, where he teaches “Human Rights & Military Responses to Terrorism” among other courses. He is an expert in constitutional and counterterrorism law and author of the legal textbook, “Terrorism and the Law: Cases and Materials,” which was published in 2005. Prior to his tenure at George Washington, Professor Maggs served as a judicial clerk for Supreme Court Justices Hon. Clarence Thomas and Hon. Anthony M. Kennedy and for Hon. Joseph T. Sneed of the U.S. Court of Appeals for the Ninth Circuit. He also worked for former Judge Robert H. Bork at the American Enterprise Institute; served as a consultant to Independent Counsel Kenneth Starr in the Whitewater Investigation; and served as a special master for the U.S. Supreme Court. Professor Maggs is an officer in the U.S. Army Reserve Judge Advocate General’s Corps. He received his B.A. and J.D. from Harvard University.
